Phytosanitary certification and import documentation

Cover crop seeds are agricultural plant material, so they ship with an official export phytosanitary certificate issued by Malaysia's national plant protection organisation (NPPO), the Department of Agriculture Malaysia (Jabatan Pertanian Malaysia). That certificate is the document described by ISPM 12. A separate standard, ISPM 7, sets out how an NPPO organises and audits its export certification system as a whole; it applies to the national authority rather than to Chemiseed, and no seed company is or can be "ISPM 7 certified". SoilBoost EA, a Leonardite-derived humic acid soil conditioner, is a mined mineral product rather than plant material, so a phytosanitary certificate is generally not the applicable document for it; it ships with its product specification and commercial documents.
