Malaysia's TSPKS 2.0 replanting programme offers up to RM14,000 per hectare for smallholders replanting oil palm with certified, high-yielding planting material. For many smallholders, this is the most significant capital support available. The conditions are specific, and the application process rewards those who prepare early.
What Is TSPKS 2.0?
TSPKS 2.0 is administered by FELCRA and supported by MPOB. It replaced the earlier TSPKS scheme with expanded eligibility and a higher per-hectare grant. The programme targets palms that are 25 years or older, economically unproductive stands, and smallholder plots of up to 40 hectares. Replanting must use MPOB-approved planting material sourced from certified seed gardens.
Who Is Eligible?
Eligibility criteria include Malaysian citizenship, land title or a valid lease, palms at least 25 years old or demonstrably sub-economic, and no outstanding loans on the plot that would encumber the grant. Smallholders operating under FELDA, FELCRA, or RISDA schemes may access the grant through their scheme office. Independent smallholders apply directly through MPOB district offices.
Why Replanting Matters Beyond the Grant
Aged palms plateau or decline in FFB yield. Modern DxP varieties can yield 25 to 30 tonnes of FFB per hectare per year at peak, compared to 15 to 18 tonnes from 25-year-old stands. The economics of replanting are clear even without the grant. With it, the payback period shortens substantially.
The Nutrition Window That Most Growers Miss
The first 36 months after replanting are the most nutrition-sensitive period in an oil palm's productive life. Root establishment, frond development, and canopy closure all happen during this window. Soil organic matter, phosphorus availability, and pH management in this phase determine how quickly the palm transitions to productive yield.
Cover crops play a central role. Establishing Mucuna bracteata or Pueraria javanica between rows within the first 60 days suppresses weeds, fixes atmospheric nitrogen, and adds organic matter to the soil. How to Start the Application
